The SPA de l’Estrie has criminally charged a Lac-Mégantic resident for having purposefully abandoned two dogs and a cat in distress as well as willfully failing to provide the animals with food, water, shelter, and basic care. On arrival, they found two dogs and a very weak cat. “They were just skin and bones, downright skeletal,” says Geneviève Cloutier, spokesperson for the SPA de l’Estrie.
