From his home overlooking a massive expanse of the Green Mountains of Appalachia, West Bolton developer Guy Lussier says that he and his partner Pierre Burel of France want to end the gridlock that halted further development atop Foster Mountain and are preparing a project that will be presented to town council before the end of 2016.
