By Matthew McCully – Krishnaraj Thankappan, a Lennoxville resident working as a caregiver at Grace Village Pavilion, is one of the 18,000 people with a Certificat de Sélection du Quebec (CSQ) application in limbo thanks to proposed modifications to Quebec’s immigration policy through Bill 9. An injunction was filed yesterday by the Association of Quebec Immigration Lawyers (AQAADI), calling the refusal to process outstanding applications illegal. “This refusal stems solely from the premature application of a bill that has not yet been adopted by the National Assembly and which therefore has no binding force,” the injunction reads. Thankappan said he filed his CSQ application in October of 2017 and supplied all supporting documentation required by May of 2018. See full story in the Thursday, Feb. 21 edition of The Record.
