Quebec increases support for Phelps Helps

Record Staff – On Friday, the Quebec government upped its support for Stanstead tutoring and education support organization Phelps Aide / Phelps Helps, which has been helping local students succeed and working to decrease the dropout rate in Stanstead for the past six years.
